     Before, Traill took over the responsibility of assistant commissioner of Kumaon division (including Garhwal), British government initiated a couple of administrative appointments.

    Tahsils were established in Chandpur and Shrinagar of Garhwal region. British officials established Peshkari in Kotdwara Garhwal.  Shrinagar being a divisional head quarter of Garhwal, British officials appointed additional employees in Shrinagar.

   Traill posted. Traill requested authorization of salary for three months (November 1815- January 1816) from Gardner through an official letter to Gardner on 29^th February 1816, wherein he provided details of employees and their respective salary.

     The following employees were there in Shrinagar head Quarter with their salary –

There were a couple of positions vacant for Rs 70 salary. However, Traill did not offer details.

 The administrative expenses on stationary was estimated for Rs for three month was Rs 15.

The total expenses per month for Shrinagar Head Quarter were Rs 180/-.

  The expenses for Shrinagar Tehsil was as follows -
