Fraser Reaching to Garhwal

                     Attack on Convention Social Norms in Garhwal
     There was sorrow all over Garhwal due to mischievous administration under Major Baldock. In new administration, there was no difference between low and high caste. There was strong Caste System in Garhwal. The upper caste Brahmins and Rajput were feeling the pinches of new system.  The food habits of Muslims and Harijan were similar to English or European officers and European officers started offer importance to those classes. Officially, the Slavery was banned but officers did not apply the rule strictly.  However, there was apprehension among those who had slaves.
 The judiciary was in bad conditions.
                       Arrival of Fraser

          British Government instructed Fraser for reaching to Garhwal by 20th January 1816, for initial management in administration and police administration (Devr). British officials instructed Fraser before that and Fraser did not reach till November 1815. Officials in Shrinagar sent the lists (Rukka ) of Important Persons (Bhale Manush) of Garhwal with seal to Fraser before he started journey from Delhi.  An instruction from Fraser administration to Kamleshwar Temple Shrinagar is there in Temple Archive (Dabral). The instruction is as under -
 There is a round seal  ( Farjen Sahab Bahadur) of Fraser  on left side and writing is as under –
  Hukuma Farijan Sahab ke sambat 1872 (October 1815)
 Mahant Prasad Puri ke age (I) koi roj main Shrinagar dakhal hoga (I) tum jagirdar Bhale Admi hone ki karoge (I) hajar rahoge (I) mansab badhainga (,) haajr n huyense peechhe pachhtavage (,) Katak 12 (Sanbat. 1872)
 Same Rukka or instructions were sent other Bhale Mansh. The list of Bhale Manash (gentlemen) is not available. However, there was a list of Bhale Manas of 1811 in Kamleshwar Temple. It seems (Dabral) that Fraser administrations sent to those gentlemen. The list of Bhale Manash (Gentleman) of 1811 in Kamleshwar Archive is as under –

Dabral offered logics that those Bhal mansah would have not become Buru Mansha within four years. Hence Dabral stated that the Rukka (Instructions) were sent to above Gentlemen and others too.
 Fraser did not change much in administration of Gurkha administration. His planning was implemented by G.W Trail the Assistant Commissioner of Kumaon
