East India Company appointed G .W. Traill as Assistant Commissioner of Kumaon commissioner on 8th July 1815. However, G .W. Traill reached to Almora on 22 August 1815. Almora was head quarter of Garhwal and Kumaon.
Kumaon Commissioner Edward Gardner was busy in political administration. Gardner was busy in treaty with Nepal. Therefore, G .W. Traill look after the land administration and creating other departments in Kumaon commissionery. After completing the land administration in Kumaon, British government sent him adjacent region of Garhwal for land administration. His responsibility was land administration and revenue collection system.
Edward Gardner was sent to Nepal as Resident. Therefore, G .W. Traill had to act as Acting Commissioner of Kumaon Division. British government promoted G .W. Traill as commissioner on 1st April 1817. His salary was Rs 15000/-per month (Atkinson).
As per Atkinson, Gardner was said to be in charge of Kumaon division in 1815. Gardner appointed an Indian officer for getting the reality of Garhwal. Gardner set responsibility for the officer to get ‘Arji’ from Kamin and Sayana (Jamindar, village chieftains or area chieftains) of Garhwal. Gardner offered the responsibility to G .W. Traill for Revenue in October 1815. G .W. Traill was advised for keeping same tax as in Gorkha rule in 1814 and the chieftains of 1814 were retained for collecting revenue. As per Fraser instruction the initiation of administration and revenue system was started in Garhwal. Company secretary Johan Adam wrote a letter on 27th January 1816 to Edward Gardner for making G .W. Traill responsible for land revenue and police administration from Kumaon and Garhwal regions.
