‘Hilans’ magazine editor Arjun Singh Gusain always supported mini hydroelectric power generation in Uttarakhand and he opposed Mega Hydroelectric plants in Uttarakhand including Tihri plant. In the editorial write up of Hilans November, 1985 issue, Gusain expressed that electricity generation in Uttarakhand is the first priority for developing small size industries in rural Uttarakhand.
