 Arjun Singh advocated the autonomous Uttarakhand state. Arjun Singh Gusain pleaded that the inclusion of Uttarakhand region with Uttar Pradesh was illogical. Arjun Singh Gusain stated in his editorial of Hilans (November, 1988) that strong, aware, responsive, conscious, alert, attentive, awake, sentient and sensitive administration is important factor for development of Uttarakhand
