     Deputy Conservator used to manage Ganga Ji Forest Division. His office for summer was in Lansdowne and in winter when forest cutting season used to start,  it was in Kotdwara. Government divided Ganga Forest division into 7 ranges and rangers or deputy rangers used to supervise forest ranges.

   In 1887, officials prepared a exploitation plan or working plan for the above forests. T.B.Bryant prepared working plan for Palain and Kotaridun forests in 1890.  T.B. Byant was provided for preparation working plan for Ganga Forest Division barring Lansdowne range.

  Bryant divided forests into four classes as per economic indexes-

1-A Grade forest – Those forests were full of mature Sal trees as Palain range. He prepared a selection method for selecting, and cutting the trees.

2-Second Grade Forests- There was shortage of tress suitable for furniture in those forests. Such forests were in Gohari, Udaypur, Kotari and Sona River regions. Only those forests were selected for cutting trees where useful trees were in abundance.

3-Third Grade Forests- In those forests, Shisam trees were selected and those cut trees could be flowed at the time of flooding. It was planned that such forests should be cut at the intervals of twenty year. Some trees were to be left for seedlings etc.

4-Fourth Grade Forests- No cutting to be carried out as those were non economical by many senses.
