 Beckett remarked that his land settlement was ‘‘Raiyatvari Bhuvyavstha’. Ramsay and Atkinson supported Beckett (Atkinson). However, Dr. Dabral stated that the statement was not totally correct.   Government issued rules for land settlement as ‘Saharanpur Rules’ in 1855. According to ‘Saharanpur Rules’ the settlement was valid for end of the nineteenth century.  There were three main differences between North West Provinces (NWP) (Saharanpur Rules) land

Settlement and Bombay presidency land settlement (this was really the ‘Raiyatvari settlement) –

1-In NWP, the tax was determined for whole village. The tax was distributed among owners and Khaykars in a village. In ‘Raiyatvari settlement of Bombay presidency; the tax was determined on each farm land.

2-In NWP, the tax payment was collective responsibilities for all villagers paying through Malgujar. In Bombay Presidency, each farmer was responsible for paying his tax.

3- In NWP, the tax payment was collective responsibility of villagers and they could show their concern or could oppose government collectively. However, in Bombay Presidency, the individual farmer was responsible for tax payment. The individual could not dare for opposing government order.
