 In 1942, Congressmen of Chamoli Tehsil, British Garhwal founde Raksha Samits for protecting them from police ire.  They organized secret meetings at34 places.  However, Government officials had eyes on them regularly. In August, Police caught Raksha samite convener  Yogeshwar Prasad Khanduri and Samiti official Madhav Mishra. Poilce sent them to Pauri jail. Ansuya Prasad Bahuguna was not keeping well. Police was after him till his death. Police caught Shridhar Prasad and Bachan Ram Arya in third and fourth week of August respectively. Police caught Ram Prasad Bahuguna on 5^th September and Shiv Singh Azaad and Shambhu Prasad Chamoli on 6^th September under article 129.  Polce caught those activists distributing revolution deeds .

    By that time, the literature was already distributed in the area. People got fire on Forest Bunglow in Siyasain of Nagpur Pargana. People blazed Chamoli post office on 25^th September. Court announced  prison for 7 years to Narayan Singh of Pokhari nagnath . Police caught Purushottam Bagwari, Narendra Kimothi , Govind Prasad, Shyam lal, Shiv Singh, Madan Lal, Shayan Singh and ailing Govind Prasad Dimri .
