By September, there was duplicating machine available in Garhwal. By that machine, activist used to do duplicating the pamphlets for circulation. On 15th September 1942, District Collector published a list of so called criminal – underground activists and announced rewards for letting information known to government of such activists.
Bar Councils published a pamphlet in response to the DC’s announcement –
Bar Council called those informers and government officilas as traitors as Jay Chand , Man Singh (Akbar’s minister) and Jay Singh. There were 11 names as Gulam or Nalayak . There were names of officials as pro British in the pamphlet- Three Tehsildar as nalayak tahsildar; a Captain –Fauji Gunda ;for Kanoongo and a Patwari –Gunda number -1; That pamphlet shows that activists started using non sophisticated language for revolutionary messages.
