                One of various steps for reforming forest administration by Kumaon commissioner Captain Henry Ramsay was forest protection.

 Atkinson called Ramsay as first conservator of Uttarakhand.

  Ramsay stopped offering old system of offering forest on contract and started new system.  Henry Ramsey stopped farming inside forests. Ramsey offered land to those were farming in hill forests in Bhabhar or Haridwar to Baramdev region. That was first appreciable step in protection for forests.

 By 1867, Ramsey displaced Goth (a temporary camp for animals) from forest of Haldwani to   Sharda River. Ramsey desired for displacing all ‘Goth’ from Garhwal forests.

   Ramsey started branding / indentifying by the officials the trees to be cut by contractors. The government officials used to hammer on trees to be cut.  By displacing Goth from forests was also for decreasing forest fire in summer season. By that there were difficulties for Goth masters but was fine for forest protection. Ramsey started cultivating new tress too. There was increase in forest revenue and there was net saving for Rs 15 lakhs in 1867-68 after all expenses (Atkinson page 853).
