                   ‘Bhari Bharai’ Letter
                Every Regional Gurkha Officer used to send a Fard or ‘Bhari Bharai’ record to Kamin under him. This ‘Bhari –Bharai’ was accounting of tax payable by Kamin for his region (Garkh). The latter used to be of Hill Paper and black ink was used. The stamp used to be on the paper than signature of officer.
                           Faults in Land Revenue System
1-Gurkha officers were deputed for one or two years in a territory. Therefore, the Gurkha/Gorkha officer was not attached emotionally to any territory and he used to attention on exploitation of people than the people’s need.
2- The tax was increased without any consideration of earning. This unwarned taxation created problem for people. When people were unable to pay tax, the Gurkha officer used to sell people in Rohilkhand or in Haridwar.
3- Officers used to loot people while returning to Nepal or at transfer.
   The above resulted for human less villages and low productivity.
       Mendbandhi: Second Land Revenue Reform in Gurkha/Gorkha Rule in Garhwal                 
               Kaji Bahadur Bhandari and Bakshi Dashrath Khatri headed the “The Second Land Revenue Reform commission’ (Mendbandhi’) in  1811-12. The tax was decided as per real situation of land in village.
The following important aspects were there for The Second Land Revenue Reform commission’ (Mendbandhi’)-
1-The overlapping of villages in other ‘Garkha’ or territory was stopped. There was clear demarcation of village borders.
2- Recording of Land- The land was recorded in aFard (Record book) for each owner by village numbers, name and land area. The record was sent to Nepal and was returned to each Kamin dully sealed by Nepal Court.  
The land was divided asp er productivity into five divisions-
Abbal –First Class
Dom/ Doyam- Second class
Sem- Third class
Chahar – Fourth class
Sukhvansi –Fifth Class
The tax was accounted as per fertility or productivity.
 The land tax was fixed – One per twenty Nali.
  Tax on Non fertile land was as follows-
First Year- No tax
Second Year- One fourth Tax
Third Year- Half Tax
Fourth Year and further- Full Tax
4- Villages were divided into for Dastur tax to Faujdar, Sayana, Kamin and other officers.
5- The tax payer could pay annual tax in five installments
6- According to Tara Datt Gairola, the crimes were divided into four categories and Slave selling was stopped.
                  Installment System for paying Tax
 People were unable to pay annual tax in one time. Therefore, a Kamin could pay taxes in five instalment. For example there is an official order to Kamin of Gujdu to pay in installments the annual tax of Rs 550 into following installments-
Rs.150 – Immediately in April (Baisakh)
Rs. 125- June-July (Ashadh)
Rs.125-September –October (Asuj)
Rs. 100 – January (Paudh)
Rs. 50- March (Chait)
                         Soldiers for Tax Collection
   In case, Kamin was unable to pay tax in time, Soldiers were deputed to collect tax. Kamin or the revenue criminal had to arrange Rice, Pulse, and Salt for the solider. Onion was to be offered but it was not compulsion (Gairola).
           Kaulkararpatta to Kamin stated that Kamin had to stop migration of people from villages. The Kamin and Sayan were asked to motivate people to do farming on barren land. Kamin were asked to call new owners for un farmed land for years.
                        Right to Sell Land    
   In the second land reform , Gurkha administration offered right to famers to sell their owned land. However, the right was limited to kabjedar or Thokdar or Thathwan and not to Khaikar, Sirtan, Kaini etc.
            Right of State on Land without Heirs
 Mari Right- If a land owner died without proper heir the government used to become owner of such Mari ko Bhumi or land of dead.
Rahta Right- If a person migrated from his village the State used to become owner as ‘Rahta Swami’.
Bahta Swami- If nobody was there to claim the right on any land that land was called Bahta or Floating land and state used to become the owner of such Bahta Bhumi.
Gurkha/Gorkha soldiers used to tease /terrorize the people in the name of Mari, Rahta and Bahta Bhumi.
                    Still Slaves were Sold
                  Nepal court sent order to Kamin and Sayan for stopping Slave selling custom. But there was no control on Gurkha officers who never stopped Slave Selling.
    Kamin were told not to charge interest on laon to farmers but there was no control on that reform too.
 Though, Nepal court wanted tax on fertile land but Gorkah soldiers levied tax as per their need and there was no relief for people. Initially, Kamin took loan to pay tax . However, the production was not such that they would pay the loan. When Gurkha had to run, Kamin , Thokdar were deeply indebted by loan.
           Neetighati Taxation
  Initially, Bhotiya of Neeti resisted Gurkha encroachment. Later on they had to accept Gurkha rule. Gurkha Officer Ranjor Singh Thapa decided annual tax for Rs. 7000 as Tax in Neeti valley. The tax was decided as per thinking of trade in Neeti. That amount was six times more than Garhwal Kingdom tax. Gurkha soldiers increased and took more than Rs 14000 as tax. Bhotiya could not bear the burden and many traders migrated elsewhere. In later stage the tax was reduced to Rs.4700 but still the tax was higher and unbearable.
                Land administration in Doon valley
     Kunwar Balbhadra was in charge of Dehradun till 1814. Balbhadra did not do anything to reform tax etc. Only starry trials were commenced  for increasing agriculture production where water was violable by digging canals. There are no records for order of Balbhadra for taxation etc in Dehradun. However, as compared to Garhwal, tax in Dehradun was lower than Garhwal region.

                                               इतिहास विद्यार्थी ::: भीष्म कुकरेती  
                                    गाँव 
  भरत सिंह उपाध्याय अनुसार भाभर प्रदेश विशेषकर गंगाद्वार (बिजनौर सहित ) में कई वस्तियाँ थीं।  बुद्ध कोलिय जनपद के सापुंग निगम से हरिद्वार के समीप उशीरध्वज पर्वत (आज का चण्डीघाट पर्वत )  पंहुचे थे। 
         उशीरध्वज से ऋषिकेश तक कई वस्तियां थीं। पाणिनि के समय नामों का बाहुल्य था जीने बसे स्थानों के नामन्त 'अर्म' लगा होता था। पत्पश्चात साहित्य में उजड़े स्थानो के नामन्त 'अर्म' लगने लगा।  ऋषिकेश में एक स्थान का नाम अब भी 'कुब्जामर्क' है। 
                  पाणिनि साहित्य में भारद्वाज क्षेत्र के दो गाओं का नाम मिलता है -कृकर्ण व पर्ण।  पंतजलि ने इसी जनपद के दो नाम उल्लेख किया हैं - ऐणिक व सौँसुक।  ईशा के पांचवीं -चौथी सदी पूर्व ये गाँव अवश्य ही महत्वपूर्ण रहे होंगे। 
         गाँवों से बाहर भिक्षुओं , विद्यार्थियों , ऋषियों, संघकारियों  आदि की कुटियाएं होती थीं। 
 व्यक्तिगत खेतों के अतिरिक्त गाँव की सार्वजनिक (सँजैति ) जमीन भी होती थी। 
                                  घर 
गाँव में परिवारों के मकान पास पास होते थे।  घर मिटटी -पत्थर -लकड़ी से बनाये जाते थे।  मकान बनाने हेतु शायद दालों के आटे को मिट्टी के साथ मिलाने की विधि भी परिस्कृत हो चुकी होगी। धरातल लाल मिट्टी से पोती जाती थी व ऊपरी भाग सफेद रंग से रंगा जाता था। 
                                घरेलू उपकरण 
निम्न उपकरणों का उल्लेख अष्टाध्यायी में है -
  घास या पुआल का आसान या गद्दा 
मांदरे - बांस , पुआल आदि से बना आसान गद्दा आदि 
मूँज की चारपाई 
पीढ़ा /चौकी 
जानवरों के चरम पट्टियां 
बांस /लकड़ी से अन्न रखने के पात्र 
मिट्टी , लकड़ी व पत्थर के पात्र 
थैले - खालों से बनते थे या पौधों की खालों से। 
पानी पीने के लिए तुमड़ी का बहुप्रयोग होता था 
                   श्रृंगार आदि 
लंगोटी , कच्चा के ऊपर चादर लपेटी जाती थी 
अनेक प्रकार के रंगों, चूर्णों  से मुखाकृति सजाई जाती थी। 
दर्पण का उपयोग भी होता था। 
अंजन का प्रयोग आम बात थी यमुना घाटी अंजन उत्पादन के लिए प्रसिद्ध थी। 
आभूषण पहनने का रिवाज था। भिक्षु , भिक्षुणियाएं भी आभूषण पहनते थे। 
                  भोजन 
दूध,  दही , घी , मांश अवहसीक अंग थे। 
तीखा , काली मिर्च , अदरक पीपल , नमक , गुड से स्वादिष्ट भोजन बनाया जाता था। 
कंद मूल को ताजा या सुखाकर  प्रयोग होता था। 
पतली खिचड़ी , सत्तू आदि का प्रयोग रोज होता था। 
मांडी , प्लेउ आदि द्रव रूपी भोजन भी आम भोजन था। 
रसों में फलों का रस प्रयोग होता था। 

जड़ी बूटियों से बना धूम्र पान (धुंवां ) का प्रचलन बहुत था। 
                 रोग 
अतिसार , अर्श , बहुमूत्र , प्रमेह , संग्रहणी , कुष्ट , पामन , खांसी , ज्वर , मलेरिया , चर्मरोग , गण्डमाला , हृदय रोग , पक्षाघात , भगंदर रोग मुख्य थे।
जड़ी बबूटियों का प्रयोग रोग निदान हेतु किया जाता था। 
                        मंत्र व तंत्र 
रोग निवारण हेतु तंत्र मंत्र का प्रयोग होता था। 
वशीकरण वचार प्रचलित था। 
              कृषि 
मंडुवा , कौणी -झंगोरा , मूंग , उड़द , अरहर , धान , तिल , जौ , गेंहू , गन्ना , कपास की खेती होती थी। 
जंगली पशुओं को पकड़ने की कई विधियां उपयोग में लायी जाती थीं। 
पशुपालन कृषि का मुख्यांग था।
                शस्त्रोपजीविका 
  उन दिनों पर्वतीय प्रदेशो याने बिजनौर , हरिद्वार और सहारनपुर क्षेत्र में भी साहसी युवक शस्त्रों से आजीविका कमाते थे।  पाणिनि ने अत्ष्टध्यायी में पश्चिमी व मध्य हिमालय ढालों पर रहने वाले शस्त्रोजीवियों याने आयुधजीवियों का वर्णन किया है। सत्यकेतु विद्यालंकार ने महजनपद युग में योधाय जनपद की पहचान सहारनपुर से की है। 
 भाभर ही नही अन्यत्र भी उत्सेधजीवियों (चोर डाकू  ) से बचने के लिये सभ्रांत व व्यापारी आयुधजीवियों की सहायता लेते थे। 
                             भाभर की मंडियों से व्यापार 
भाभर व तराई (गढ़वाल , बिजनौर , हरिद्वार व सहारनपुर का भाग ) में व्यापारिक मंडियां थीं और इन मंडियों में पहाड़ों से पर्वतीय उत्पाद निर्यात हेतु आता था और यहीं से मैदानी वस्तुएं पहाड़ी खरीद कर ले जाते थे। 
                                         मार्ग 

       बुद्ध जीवन काल में भाभर में ही उत्तम मार्ग थे।  बुद्धकालीन शाक्य , बुलिय , कालाम , मल्ल , लिच्छवी को जोड़ने हेतु व्यापारिक मार्ग अहिछत्रा , गोविषाण , अहोगंग , कालकूट , स्रुघ्न होकर साकल पंहुचता था।  इन मार्गों पर जल , घास ईंधन व पड़ाव योग्य स्थान थे व नदी पार करने की सुविधा भी थी। इन मार्गों पर  ढोने के पशु परिहवन हेतु पशु हर ऋतू में चल सकते थे। 
                                         भाषा 

  शिष्ट समाज की भाषा संस्कृत थी।  जनता की भाषा स्थानीय भाषा थी जिस पर धीरे धीरे संस्कृत का प्रभाव पड़ने लगा था और साथ ही साथ संस्कृत में स्थानीय शब्द आने लगे थे। 
                       नामकरण 
नामकरण में मनुस्मृति या  स्मृतियों का पूरा प्रभाव था।  
परिवार या कुल वास्तव में गाँव के नाम से जाना जाता था। 

                              शिक्षा 
 गुरुकुल  पद्धति से शिक्षा का प्रबंध होता था। लड़कियों को  भी शिक्षा दी जाती थी। विद्या धिकार ब्रह्मणो को था किन्तु हरिजन  गुरु की इच्छा से विद्या ग्रहण कर सकते थे। बुद्ध के समय व उपरान्त हरिजनों को शास्त्र शिक्षा के लये रास्ते खुल गए थे। 
                            विवाह 
महाभारत कालीन विवाह संस्था में अधिक अंतर नही आया था। बहिन के पुत्र -पुत्रियों से अपने पुत्र -पुत्रिओं की शादी करना शुभ माना जाता था। विवाह के अवसर पर मांश परोशना श्रेयकर माना जाता था। 
                                        अंतिम संस्कार 
अंतिम संस्कार में मृतक को जलाया भी जाता था व शवों को गाड़ा भी जाता था।  दाह संस्कार के बाद मृतक की हड्डियों को किसी स्थान में गाड़कर उस स्थान में स्तूप खड़े करने की परम्परा भी शुरू हो गयी थी।
                            शासन 
गण , एकाधिकारी राज्य या  संघ संस्कृति अनुसार शासन व्यवस्था चलती थी। 
राजा मंत्रिपरिषद की रचना करता था व उनसे सलाह लेता था। 
कर भी लगाये जाते थे। 
खेतों को रस्सियों से नापा जाता था।

                  Initial Land Administration in Gurkha /Gorkha Rule
       Around, 1803-4, Gurkha/Gorkha soldiers spread terror among all sects of people in Garhwal by setting houses, crops under fire; looting houses and rapping women around Shrinagar region. The terror was such horror full that still Garhwalis equate Gurkhyani (Gurkha rule) with Devil Most Rule. In Garhwali, Gurkhyani means terror and horror.
   Gurkha/Gorkha burnt records of Garhwal Kingdom. They also sent a few records to Nepal.
  Amar Singh Thapa took support of administrators of Garhwal King for land settlement and revenue collection.
 The tax collection record was called “Dhade” or Fard. There are Dhade or Fard of 1805.
                           Garkha or Jadad
  Gurkha /Gorkha divided Garhwal into 84 Garkh or units. An Army officer was made in charge of Garkh or Unit. The Garkh was called Jadad (Jayjad or Property) of that particular officer. Army officer was responsible for administration and revenue collection.
                                 Levying Tax
      Gurkha reduced types of tx collected by Garhwal Kingdom under ‘Chhatis Rakam or Batis Kalam’ provision. However, Gurkha increased total taxes. The salaries of army was criteria for levying Tax and not fertility or productivity of land.

The Kamin used to levy tax for his own purpose too.
 There was no fixed system for taking or levying taxes by all army officers. For example Bhakti Thapa wrote letter to Kamins of Dhangu as follows for tax -

                     चबोड़्या , चखन्यौर्या , हंसोड्या - भीष्म कुकरेती 
अळगस आज ना वैदिन बिटेन इ प्रसिद्ध च बल जैदिन बिटेन आदिम धरती मा ऐ।  कुछ त बुल्दन बल असलमा भगवान तै अळगस  लग अर वैन जल्दी जल्दी मा आदिम बणै दे बल ।
अळगस पर महाभारत मा बि कथा छन , रामायण मा बि कथा छन , पंचतंत्र मा बि कथा छन अर आज कॉंग्रेस मा बि कॉंग्रेसी लोककथा छन चलणा कि कन बिचारी सोनिया भौज कॉंग्रेसपति राहुल की अळगस भगाणो बान  वै तै ' हाउ टु बी अवे फ्रॉम लेजिनेस ' ट्रेनिंग दिलाणो वास्ता एक मैना की छुट्टि  पर भ्याज । कॉंग्रेस्युं तै विश्वास च कि यी आण सही साबित ह्वाल कि कुछ बि कारो कुत्ताकी पूंछ सीदी नि ह्वे सकद। 
अब एक पति की इ बात ले ल्यावो।  वै तै बिस्तर मा इ नास्ता करणै आदत च तो बिचारो कु बिस्तर रुस्वड़ मा इ लग्युं च कि सुबेर सुबेर बेड टी , बेड ब्रेकफास्ट लीणम दिक्क्त नि हो। 
एकाक  पति इथगा अळगसि च कि कुत्ता तै खाणो दीणो देळि मा धै लगांद लगांद अळगस लग जांद अर कुत्ता भट्याणो जगा खुद इ कुत्ता बांठौ खाणा खै जांद। 
अळगस खराब बि नि हूंदी। आधुनिक  सिगनल की खोज एक अळगसि द्वारा अळगस का क्षणों मा इ ह्वे।
एक ऑफिस मा त रिवाज इ च बल सबसे कठिन काम अळगस्युं तै दिए जांद किलैकि प्रबंधक जाणदा छन अळगसि ही कठण काम करणो सरल उपाय ढूंढि सकदन।  
इन बुल्दन बल रिमोट कंट्रोल की खोज का पैथर अळगस कु इ हाथ च।
कार्यक्षमता की ब्वै च अळगस। 
हमर जिना अळगस की परिभाषा सरल च - तैक ले क्या च , क्वी तैक बैंठक झाड़ा बि हग द्यालो तो तैन ना नि बुलण। 
अळगसि कजे की निसाणी च कि वैमा गरम गरम चाय बि खौत द्यावो तो बि वैक निंद नि बिजदी। 
एक डाक्टरन एक कजे कुण सात दिनुं कुण दवै लिखद ब्वाल - सीण से पैल एक गोळी खैन।  अळगसि  कजेक घरवळिन पूछ - मतलब दिन मा सात दैं गोळी खाण ?
अळगस याने थकण से पैलि आराम करण।  
गढ़वाळम  अळगस परिभाषित करणो कहावत च -जु पदण गीज गे वैन किलै हगण। 
मीम जणगरुँ अळगस पर सौ बोलबचन याने कोटेसन छन पर आज अळगस लगणी च तो बकै बोलबचन हैंक दिन।  हाँ वैदिन अळगस नि करिन हाँ -पढ़न मा।
