Ulti Ahilya: Garhwali Folk Story for Managers Those Require Behavioral Science Knowledge

           Long back, there was a Brahmin and his wife Ahilya. The Brahmin used to earn his living by performing religious rituals for his Jajman. The Brahmin was simple person. However, Ahilya had a problem. If she was asked to go right she would visit left. If Pundit would tell her to sleep she would wake. The Brahmin was always upset by his wife behavior. They had five year old son.
                   There was Chudakarm Sanskar of their son after a couple of days. On the day Chudakarma, the first hair cut of child is completed. The Brahmin was a worried man. He thought and decided a trick.
      He told to his wife that we would not perform Chudakarma ritual. His wife told they would definitely perform Chudakarma Sanskar of their son.
  Pundits were called to perform Chudakarma Sanskar. Before Pundits came the Brahmin told his wife not to respect Pundits and guests and not to serve them. Ahilya did just the opposite. Brahmin told her to do jus opposite of the real requirement and in this way, Ahilya performed the correct manners.
                By this way, every act was performed smooth. The Chudkarma ritual was over, guests and Pundit had gone. Now, there was only one job was left. The custom was that the cut hair of child should be placed under the small spring of the village. Brahmin told his wife to put cut hair of their son under any nearby small spring of village.
                Ahilya did just the opposite and threw auspicious hair where the villagers used to do toileting.
          When Brahmin came to know that his wife threw auspicious hair at very inauspicious place. The Brahmin became furious on his wife behavior. He cursed her and she became stone.
           .

                      आज पर्यटन एक प्रतियोगी उद्यम हो चुका है।  ऋषिकेश में सड़क पर चना बेचने वाले को भी अंतर्राष्ट्रीय  पर्यटन का कुछ न कुछ ज्ञान होना वषयक हो गया है। चना बेचने वाले को ह ज्ञान होना आवश्यक हो गया है कि प्रवासी गुजराती पर्यटक किस मौसम में ऋषिकेश आते हैं और उनकी क्या आकांक्षाएं हैं। मसूरी के पर्यटन व्यापारी  को भी अंतराष्ट्रीय पर्यटन का बोध होना लाजमी है। 

                          भू , जल और नभ मंडल

किसी भी पर्यटन व्यापारी को खुरदरे तौर पर जानकारी होनी चाहिए -
१- भूमण्डल में जल और भूमि है 
२-उत्तरी भू मंडल में जमीन अधिक है 
३- दक्षिण भूमण्डल में जल हे जल है। 
४- बादलों के कारण मौसम परिवर्तनीय  है.
५- एसिया में हिमालय पहाड़ है। 
६-यूरोप में आल्पस पहाड़ियां हैं। 
७-उत्तरी अमेरिका में पथरीले पहाड़ हैं। 
८- दक्षिण अमेरिका में एंडीज पर्वत श्रृंखलाएं हैं। 
९-ऑस्ट्रेलिया उपमहाद्वीप में बर्फ भरी पहाड़ियां हैं 
१०-अफ्रीका में अटलस पर्वत श्रृंखलाएं है। 
११- अंटार्टिक महासगरों में बर्फ होती है 
१२- अंधमहासागर लम्बा व गहरा है। 
१३- उत्तरी प्रशांत महासागर और दक्षिण प्रशांत महासागर की अपनी विशेषताएं है। 
१४-हिन्द महासागर की अपनी विशेषताएं है 


               सागर और पर्यटन
समुद्र ने पर्यटन उद्यम को हमेशा ही सहायता दी है। निम्न कुछ समुद्री स्थल पर्यटन में प्रसिद्ध हैं -
१- इन्ग्लिश चॅनेल - सबसे व्यस्त समुद्री मार्ग है और फेरी रूट के लिए जगप्रसिद्ध है। 
२- उत्तरी समुद्र -फेरी और झाजी बेड़ा मार्ग के लिए प्रसिद्ध है। 
३-भूमध्य सागर - बीच , रिजॉर्ट्स ,क्रूज , फेरी मार्ग के लिए प्रसिद्ध है। 
४-एड्रियाटिक सागर - बीच -रिजॉर्ट्स, क्रूज , फेरी मार्ग हेतु एक जाना -पहचाना नाम है 
 ५- लाल सागर बीच रिजॉर्ट्स, डाइविंग , क्रूज , जहाजी बढ़ाओं के मार्ग के लिए प्रसिद्ध है। 
६-बाल्टिक सागर ,इ फेरी रूट , क्रूज और झाजी मार्ग से पर्यटन विकास हुआ। 
७-काला सागर भी बाल्टिक सागर जैसा ही पर्यटक क्षेत्र है। 
८-आइरिश सागर फेरी रूट्स व शिपिंग मार्ग के कारण प्रिसद्ध क्षेत्र है। 
९- कैरिबियन सागर बीच रिजॉर्ट्स , डाइविंग , क्रूज के लिए एक जाना माना नाम है। 
८- हिन्द महासगर क्रूज , समुद्री मार्ग व प्रशांत सागर को अटलांटिक महा सागर को जोड़ने के लिए प्रिसद्ध है।

              History repeats itself because nobody learns from History. Indian Kings never learned from History and foreigners ruled India. Politicians never learned from History and Indian political establishment is in danger. Kumaon and Garhwal faced adversary due to inter-rivalries among administrators and Kings. Garhwal and Kumaon had to pay heavy price by attack from Nepal.

          Ruling period of Mahesh Chandra – 1788-1790 (fifteen month)
Contemporary Kings
Garhwal- Pradyuman Shah (1786-1804)
Nepal- Gorkhadhis Ranbahadur
  Mahesh Chandra was crowned on Kumaon Kingdom around last part of 1788 and in February Gorakha captured Kumaon.
  Lal Singh defeated the army of Harsh Dev and Pradyuman Shah in Chukam. Harsh Dev ran away to Garhwal. Lal Singh, Parakram Shah and Mahesh Chandra the son Mohan Chandra with a reasonable army reached to Almora. Parakram would have sit on the crown. However, Parakram Shah took gift of rupees forty thousand and handed over the crown to Mahesh Chandra.

                          Suppression of Joshi

 Lal Singh took charge of all highest position of Deewan and Bakshis. He appointed his own trusted men on other important positions. Joshis were culprits in disestablishing Mohan Chandra.  Lal Singh suppressed Joshis and threw away from Kumaon. Many Joshis were put in jails. Many Joshis were hung as punishment. Lal Singh captured properties of many Joshi families.

                  Harsh Dev Joshi becoming Activate

  Garhwal King Pradyuman Shah awarded Harsh Dev Joshi the Jagir of Padyulsyun. However, due to terror of Parakram Shah, Harsh Dev Joshi had to leave Garhwal. No record is available about Shiv Chandra a small time Kumaon King. Harsh dev Josh reached Bareli and took shelter under Subedar Mirza Menhadi Ali beg. Beg was regional commander of Awadh ruler. Harsh Dev Joshi wanted to collect Army.
  Awadh ruler came for hunting in Tarai near Haldwani in 1789. Lal Singh met Awadh ruler. Lal Singh requested Awadh ruler to provide protection to Kumaon King Mahesh Chandra. In return of protection from Awadh ruler, Lal Singh handed over Tarai to Awadh. Now, order from Awadh ruler, Mirza Menhadi Ali Beg did not help Harsh Dev Joshi to collect army.
         Harsh Dev Joshi was in Bareli. Before,  January 1790, Gorakha army of Nepal Kingdom attacked on Karnali, Doti, Dailekh, Baitdi kingdoms 9today in Nepal) and captured all Katyuri kingdoms in kali valley till the border of Chand Kingdom or Kumaon Kingdom.   Kumaon Kingdom was in west of Kali River.
            Harsh Dev Joshi thought of taking benefits from the opportunity. Nepal King Ran Bahadur was ambitious King. He was aware the weakness of Kumaon and wanted to take over Kumaon Kingdom. Nepal King sent a letter through his Kaji Jagjit Pande to Harsh Dev Joshi mentioning that if Harsh Dev Joshi help Nepal Kingdom at the time of Nepal army attacking on Kumaon, Nepal King would offer Harsh Dev Joshi a highest position. Harsh Dev Joshi offered all secretes of Kumaon to Nepal King.
 Though, two years back Nepal King had a religious treaty (dharm patra)  with Kumaon King Mohan Chandra.

        
             Attack by Gorakha Army on Kumaon
         Ran Bahadur sent his Gorakha army led by Jagjit Pande, Sardar Amar Singh Thapa, Captain Goliya, Captain ranvir Khatri, Subba Jognarayan Mall, Subba Faud Singh, Shurbir Khatri etc to attack on Kumaon on 30th January 1790.
  The Gorakha army crossed Kali River and departed two battalions to capture Sor and Bishung Patti. As soon as people came to know the news of attack from Gorakha army the situation became perplexed and everywhere there was confusion due to terror of Gorakha army.  
   Mahesh Chanra collected the warriors from people and along with his permanent army marched towards Gangoli. Mahesh Chandra attacked on Gorakha army suddenly and defeated Gorakha army. Gorakha army had to run towards kali Kumaon where Amar Singh Thapa was ready. Lal Singh reached with his army to Gautada  (Katolgarh) Kali Kumaon. Amar Singh Thapa attacked on army of Lal Singh and defeated army led by Lal Singh. Lal Singh had to run to Tarai.
     Winning in Gangoli, Mahesh Chandra started marching with speed to help his uncle Lal Singh. When Mahesh Chandra came to know about deafet of Lal Singh and his running to Tarai, Mahesh Chandra also ran to Kota Tarai without fighting the battle. Lal Singh met Mahesh Chandra in Kota.
               Now, there was no resistance for Gorakha army. Gorakha army marched towards Almora. Gorakha army defeated a small Kumaon army in Almora.
             On 1st February 1790, Gorakha army entered in Almora. Harsh dev Joshi was with Nepali commander Jagjit Pande.  Harsh Dev Joshi and his men provided all help to Gorakha army. Nepal captured Kumaon Kingdom very easily.
      Joshis were against Mahesh Chandra and they welcomed Nepali army. Gorakha commanders appointed Joshis of Jhinjhad, Danya, Kalin, Oliyaganv, and Galli as administers (Kamdar) of Kumaon. Other caste people were also appointed administrators. Pant of Gangoli, Uprada, Syunarkot and Khunt also got administrative post in Gorakha rule. Chaudhari of Dwara got positions too.
      Gorakha commanders took help of Kumaon Brahmins for rituals and medical aids. Gorakha appointed Kumaon strong youth into Nepali army.  Kumaoni people showed their flexibility and started living smoothly under Nepali governance.
        Harsh dev was satisfied to see Mahesh Chandra and Lal Singh out of Kumaon. Gorakhas rulers used to provide respect to Joshi and used to take his advice time to time.


                      Attack of Gorakha army on Garhwal

                  In 1790, Nepal was ruling on Kumaon.  Now, Nepal King wanted to capture Garhwal Kingdom. Harsh Dev Joshi helped Gorakha army for chalking out the strategy. However, no Garhwali became ready to deceive own motherland.
  Gorakhas army was divided into many parts to attack on Garhwal though various places. However, Garhwal army defeated Gorakha army everywhere due to unity.

                 Nepal Attacking on Tibet

             In summer of 1791, Nepal King sent his army led by Nayab Bahadur Shah to attack on Tibet. China came to help Tibet and sent huge army to attack on Nepal in 1792.


                            Mahesh Chandra becoming Active

         When Nepal arm forces were busy in attacking on Garhwal, Mahesh Chandra and his uncle Lal Singh were busy to consolidate their positions.
              He marched with tiny army towards Almora. However, Nepal army defeated Mahesh Chandra in Badakhedi. Mahesh Chandra had to run towards Tarai and took shelter in Kilpuri. He established his head quarter in Kilpuri
      He once again attacked on Gorakha though Kali-Kumaon road. Mara group in Kumaon was now against Mahesh Chandra as now they accepted Nepal rule over Kumaon.

              Nepali army in Shrinagar
   Amar Singh Thapa reached Shrinagar with a small army in Shrinagar. There was treaty between Nepal Kingdom and Garhwal Kingdom.
 Gorakha commander informed to Garhwal King that they are appointing Harsh Dev Joshi as in charge of west of Kali river. Prince Parakram Shah informed Amar Singh Thapa about traitor, deceiving nature of Harsh Dev Joshi.
  Amar Singh Thapa arrested Harsh Dev Joshi and put him in Jail. Amar Singh Thapa and Jagjit Pande informed Harsh Dev Joshi that he had to visit Nepal for proving his loyalty before Nepal King.
 Harsh dev Joshi had to go to Nepal with Nepali armed force. One day, they reached to Gangoli . Harsh dev escaped from the camp of Nepal armed force. He reached to Johar. Johar was not under Nepal.
                       Harsh Dev Joshi hid there in Johar. Johar elites informed Lal Singh and Mahesh Chandra about Harsh Dev Joshi being in Johar.
          Lal Singh sent his one of relatives Padama Singh with soldiers to arrest Harsh Dev Joshi. Johar people handed over Joshi to Padma Singh. On the path, Harsh Dev Joshi advised Padma Singh that since Padma Singh was direct descendent of Chand dynasty he was supposed to be Kumaon King. Harsh Dev Joshi promised Padma Singh for making him King. Simple hearted Padma Singh freed Harsh Dev Joshi. Harsh Dev and Padma Singh reached to Shrinagar. Garhwal King refused to help Harsh Dev Joshi. Padma Singh returned to Tarai. Harsh dev Joshi stayed in Shrinagar for some time.

                         Last Try by Mahesh Chandra

            With the help of soldiers of defeated Nabab Gulam Mohammad Khan of Rampur, Mahesh Chandra and Lal Singh attacked on Kumaon. Amar Singh Thapa defeated Mahesh Chandra and captured Kilpuri fort.
     Lal Singh met Awadh ruler to attack on Tarai where Nepal army captured the territory. Awadh attacked on Tarai of Kumaon to get rid of Nepal army. British had relationship with Awadh and commercial relationship with Nepal governments. British mediated to stop war.  
 This was the end of sovereign Kumaon Kingdom.

 जगमोहन कंडारी एक इज्जतदार अर कर्मठ कार्यकर्ता च। जगमोहन कंडारी की बड़ी महत्वाकांक्षा नि छन तो ग्राम प्रधान पद से ही संतुष्ट रौंदन। घ्याळ दा तैं जिताणम जगमोहन कंडारी को बड़ो हाथ च। 
घ्याळ दा -हेलो ! जगमोहन  भाइ मि घ्याळु बुलणु छौं। 
जगमोहन - मेरी ब्वे अचकाल द्यो -दिवता खुज्याण सरल ह्वे गेन पण नेता खुज्याण कठण ह्वे गे।

जगमोहन -मि द्वी दैं देहरादून बि औं

जगमोहन -द्वी दिन मीन त्यार इक लंच कार

जगमोहन -बोडी बुलणि छे बल तू अब ड्यारम बि अदिखळ ,  अपछ्याणक , अणबच्यौ ह्वे गए बल   
घ्याळ दा -तुम लोगुन अर खासकर तीन मि कखि जोग नि राख। 
जगमोहन -ये क्या कार हमन ?
घ्याळ दा -मि टिकेट मिलणो बाद बि चुनाव नि लड़ण चाणु छौ।  तीन अर चार पांच लोगुन ब्वाल विधायक बणन मा क्या नुकसान च !
जगमोहन -हां तो हमर क्षेत्र कु ईमानदार अर विचारक मनिख छे तो ....
घ्याळ दा -अरे पर इख त मंत्री पद मील अर मि अपणो से ही दूर ह्वे ग्यों।  ड्यारम बीस दिन ह्वे गेन ब्वे से बात नि ह्वे सौक.  
जगमोहन -हाँ वो त शाका बोडि बुलणी बि छे बल जब क्वी मंत्री बणी जावो तो वो मनिख नि रै जांद वो पता नि कैक गुलाम ह्वे जांद धौं !
घ्याळ दा -अच्छा बोल जनता  क्या सुचणि  च ?
जगमोहन -क्यांक बारा मा ?
घ्याळ दा -म्यार बारा मा 
जगमोहन - भली छवि त अबि तलक खराब नि ह्वे पण कुछ दिनु बाद लोगुन त्वे तै  भूल जाण
घ्याळ दा -नै मि गिंदी म्याळा मा ब्वेक दगड़ जरुर गां ऑल। 
जगमोहन -चलो दिखला ! अर सूण ब्याळि , गां मा त्यार कै विरोधिन चार पांच पोस्टर लगैन 
घ्याळ दा -पोस्टर ?
जगमोहन -हाँ बड़ा बड़ा पोस्टर
घ्याळ दा - क्या च पोस्टरुं मा ?
जगमोहन -तेरी बड़ी फोटो च अर तौळ लिख्युं च हमारा विधायक देहरादून में खो गया है।  पता बताने वाले को भारी इनाम दिया जाएगा।
घ्याळ दा -कैन लगैन इन पोस्टर ?
जगमोहन -सुण विरोधी पार्टी क त यी काम नी ह्वे सकुद किलैकि 'विज्ञान पुरुष ' अबि  बि  हार  से बेहोश च

घ्याळ दा -अच्छा सूण तू एक पोस्टर लेक भोळ देहरादून आ फिर इखि सोचे जाल कि क्या करण।  मि त्यार रौणो इंतजाम शिक्षा गेस्ट हाउस मा कौर लींद

DMO या पर्यटन विकास संस्थान के कई नाम होते हैं जिअसे कन्वेंसन ऐंड विजिटिंग ब्यूरो , टूरिस्ट ब्यूरो आदि।  उत्तराखंड में पर्यटन का सूत्रधार संस्थान का नाम है उत्तराखंड टूरिज्म बोर्ड। अधिकतर ये संस्थान सरकारी संस्थान होते हैं और योजनाओं व विपणन का कार्य देखते हैं। 
पर्यटन स्थल विकास संस्थानों समयानुसार पाने रणनीति बदलनी  पड़ती  है।
                  पर्यटन स्थल विकास संस्थानों के मुख्य कर्तव्य 
                   पर्यटन स्थल विकास संस्थानों द्वारा सांख्यिकी डाटा का संकलन व आकलन 
१-  मांग व पर्यटकों के आकर्षण की  सूचनाओं  का आदान प्रदान 
 २-  मांग व सप्लाई के बारे में अध्ययन 
३-योजना वा नीति बनाने के लिए आवश्यक सांख्यकीय सूचनाये देना जिनमे स्थानीय सुविधाये , स्थानीय मानव संसाधन, आयातित वस्तुओं की सुचना , उपलब्ध संसाधन आदि की सूचनाएं आते हैं
 
            नीति, रणनीति निर्धारण व कार्यवीकरण 

पर्यटन के लिए रणनीति , योजनाएं व विकास की रणनीति बनाना व योजनाओं को कार्यवानित करना भी पर्यटन विकास संस्थानों के  मुख्य कार्य हैं

                          टूरिज्म प्रोडक्ट का विकास व विविधीकरण या विस्तारीकरण 

पर्यटन विकास संस्थानो द्वारा पर्यटन प्रोडक्ट का विकास व उनका विस्तारीकरण किया जाता है इन क्रियाओं को पूरा करने हेतु सहायता प्रदान की जाती है। 
पर्यटन स्थलों को सामयिक धर्म अनुसार प्रतियोगी गुण संपन बनाना भी पर्यटन विकास संस्थाओं के कर्त्तव्य होते हैं। 
समय समय पर पर्यटक स्थलों में विभिन्न विविधीकरण व विस्तारीकरण करना भी पर्यटन विकास संस्थानो के उद्येस्य होते हैं  । 
पर्यटन से सभी भागीदारों को उनकी भागीदारी अनुसार समुचित लाभ दिलवाने का कार्य भी पर्यटन विकास संस्थान करते हैं। 
 पर्यटन विकास संस्थाओं का कर्तव्य है कि उनके प्रयास से पर्यटन स्थलों में पर्यटक वृद्धि होती रहे . 
भौतिक टूरिज्म प्रोडक्ट की रचना करना भी इसी कर्तव्य में शामिल है। 
मानव संसाधन व अन्य संसाधनों की पूर्ति हेतु उचित प्रबंध व देखरेख भी पर्यटन विकास प्राधिकरण करते हैं।

                     विपणन व प्रगतीकरण 
 पर्यटन विकास संस्थान पर्यटक स्थलों के लिए विपणन अन्वेषण , विपनण व विज्ञापनो आदि द्वारा स्थलों की प्रगति करवाते हैं.  
भागीदारों को उत्साह दिलाना भी विपणन का एक अंग है।

              सार्वजनिक व निजी व्यापारिक साझेदारी को प्रोत्साहन 
 पर्यटन विकास संस्थानो को सार्वजानिक व निजी व्यापारिक साझेदारी को प्रोत्साहन  दिलाना व उदेस्य प्राप्ति हेतु समुचित कदम उठाने पड़ता है । 
इसके अतिरिक्त पर्यटन विकास के लिए निरंतर विकास के रास्ते खोजने व विकसित करने होते हैं।

                       वैधानिक नियमों का पालन 
पर्यटक विकास संस्थानों को विभिन्न वैधानिक -संवैधानिक नियम  , पर्यावरण -सांस्कृतिक सुरक्षा नियमों को बनाना व उन नियमों का पालन करवाना होता है।

                  निवेश का इंतजाम 
 पर्यटन विकास संस्थान समय समय पर पर्यटन विकास हेतु निवेश का प्रबंध (सार्वजनिक संस्थाओं अथवा निजी संस्थानों  द्वारा ) भी करते हैं।

                आपदा प्रबंधन की नीति 
पर्यटन विकास संस्थान आपदा प्रबंधन का प्रबंध भी करते है।

            विभिन्न समूहों व संस्थानो के मध्य सामजस्य व सूचना आदान प्रदान करना 
पर्यटन विकास संस्थान विभिन्न समूहों , संस्थानो के मध्य सेतु का कार्य करते हैं और इनके मध्य सामजस्य भी स्थापित करते हैं।
